How to Use the Plastic Packaging Tax Calculator
This Plastic Packaging Tax and EPR cost calculator helps B2B buyers estimate packaging weight and model a potential cost using an entered rate. It is designed for preliminary packaging-cost assessment by foil balloon importers, wholesalers, distributors and other packaging buyers.
The calculator is not a tax return, customs declaration, legal opinion or official exemption assessment. Its results depend on the information entered and the assumptions selected.
Separate packaging components from the product itself. Record the material and weight of each relevant component wherever possible.
Enter the annual quantity and measured packaging weight. The calculator converts grams into kilograms and metric tonnes.
Verify the relevant tax or EPR scheme, packaging classification, recycled-content evidence, thresholds and reporting requirements.
Plastic Packaging Tax vs. Extended Producer Responsibility (EPR)
Plastic packaging taxes and extended producer responsibility programmes are different regulatory mechanisms. A packaging tax may be calculated using the weight of qualifying packaging and its recycled plastic content. EPR programmes can involve producer registration, packaging reporting, material categories and scheme-specific fees.
There is no single universal EPR rate that can reliably be applied to every EU country or every imported foil balloon. Some schemes calculate fees using material categories, packaging weight, recyclability classifications or other national criteria.
For this reason, the calculator does not automatically assign an EU or California rate. Enter a verified rate from the relevant authority or producer responsibility scheme if you want to model a financial scenario.
United Kingdom: Plastic Packaging Tax (PPT)
The UK Plastic Packaging Tax is administered by HM Revenue & Customs (HMRC). It applies to qualifying finished plastic packaging components that contain less than 30% recycled plastic, subject to the statutory definitions, exclusions and reliefs.
The published PPT rate from 1 April 2026 is £228.82 per metric tonne. The tax calculation depends on whether the relevant component is finished plastic packaging within the scope of the legislation and whether it meets the applicable recycled-content threshold.
The 30% recycled-content threshold is relevant to whether qualifying packaging is chargeable. It should not be confused with the separate registration and reporting requirements. Businesses that manufacture or import 10 tonnes or more of finished plastic packaging components in a 12-month period, or expect to do so in the next 30 days, may need to register.
Meeting the recycled-content threshold does not automatically remove every record-keeping or reporting obligation. This calculator therefore does not treat a zero estimated tax charge as proof that no UK PPT obligations apply.

Important distinction for balloon products
Do not automatically apply UK PPT to a foil balloon membrane simply because the material contains polymer. First establish whether the specific item is a finished packaging component covered by the legislation. Retail bags, sleeves, cartons and other packaging components should be assessed separately where relevant.
European Union: National Packaging EPR Rules
Businesses placing packaged products on the market in EU Member States may need to assess national packaging registration, reporting and producer responsibility requirements. These obligations are implemented through country-specific systems and can differ in scope, reporting methods, fee structures and material classifications.
Do not use the UK PPT rate as an EU EPR rate. Likewise, do not assume that a rate used in one EU country applies in another. Confirm the destination country's current requirements and the relevant packaging category before preparing a compliance budget.
Bio-based or compostable materials do not automatically qualify for a tax exemption or reduced EPR fee. Any special treatment must be supported by the rules and evidence required in the relevant country.
California: SB 54 Packaging Producer Responsibility
California's Plastic Pollution Prevention and Packaging Producer Responsibility Act (SB 54) establishes an extended producer responsibility framework for covered packaging and single-use plastic food service ware. Whether a particular product or packaging component is covered depends on the applicable definitions and covered material categories.
SB 54 is not a simple per-tonne tax that can be calculated using the UK PPT rate. Producer obligations, covered-material classifications, reporting requirements and programme implementation should be checked using current CalRecycle guidance.
Consult CalRecycle's SB 54 programme guidance and the Covered Material Categories List. This calculator does not determine whether a foil balloon or its packaging is covered, and it does not calculate official SB 54 programme fees.
What Packaging Information Should Buyers Request From a Balloon Supplier?
Before comparing suppliers or estimating packaging compliance costs, buyers should request component-level information for the exact product and packaging configuration being purchased.
- Material descriptions for the balloon and each separate packaging component.
- Measured weight information for relevant packaging components.
- Available supporting test reports for the specific product or material tested.
- Documentation distinguishing recycled plastic content from bio-based content.
- Packaging specifications that can support the buyer's own reporting and compliance review.
- Confirmation of which documents are available for the quoted SKU or order.
A laboratory test report is evidence of the tests and sample described in that report. It should not be presented as a different certification or as proof of automatic tax exemption. Final legal classification and reporting decisions should be confirmed with the relevant authority or a qualified adviser.
Frequently Asked Questions
Does switching to PLA or PBAT automatically eliminate Plastic Packaging Tax?
No. Bio-based or compostable material does not automatically qualify for a UK PPT exemption. The legal definition of the packaging component, its composition, the applicable rules and any specific relief conditions must be checked.
Does 30% recycled plastic content mean that I have no UK PPT obligations?
Not necessarily. Qualifying packaging that meets the 30% recycled-content threshold is generally not subject to the PPT charge. However, registration, record-keeping and reporting requirements must be assessed separately where applicable.
Can this calculator provide an official tax or EPR exemption certificate?
No. It provides an indicative calculation from user-entered data. It does not issue certificates, determine legal eligibility, submit returns or replace an authority's decision.
Can I use this estimate for every EU country?
No. National packaging EPR rules and fee structures differ. Verify the applicable scheme, rate, reporting basis and packaging classification for each destination country.
Should I include the foil balloon's own film weight?
Not automatically. Enter the weight of the packaging components relevant to the assessment. The balloon membrane is the product itself in many sales configurations; its legal classification should not be assumed to be packaging. Assess retail bags, sleeves, cartons and other components separately where relevant.
Why does the calculator show zero cost for some markets?
A zero result may simply mean that no rate has been entered. It does not mean that the packaging is exempt or that no registration, reporting or producer responsibility obligations apply.
